Comcast taking over a week to transfer my service

Cable/Internet/Phone Comcast Houston, TX 77040 US i recently moved to and my service was not completed by the tech who came to my home nor did he install and activate service where i chose, he activated it where he wanted to. in my apartment there are two jacks in the living room and a long cord was drug around from the other side of the living room to connect cable to my TV. in addition, tech did not make sure my phone service or internet services was properly connected. Did he even know what he was doing? Tech zipped in and out in about 15 minutes, left my work order opened, sat on the phone trying to get phone and internet service working for 45 minutes. Second and third request was made to have a tech back out to my apartment and now Comcast wants to charge me for activating cable WHERE I WANT IT! I expect a credit to my account for the 8 days of service i am not receiving.
