earthlink - earthlink refuses to cancel account

cancelled my earthlink account but they billed me anyway. when I notified them that the account had been cancelled, they insist that I pay the $21.95 that they ACCIDENTALLY billed me.

I've dealt with 4 separate people( including when I first terminated the account) none of which have a mastery of the english language. every time i ask for someone a little more fluent, I get the same problem. It's nerve-wracking knowing that I will have to do this again next month.
