Lexus - Lexus mislead me - failed to disclose an intentional limitation

I purchased a new Lexus ES350. The dealer (and all the marketing material) failed to disclose the fact that many (most?) of the cool features of the much hyped navigation system are intentionally locked-out as a "safety" feature when the vehicle is in motion.

This is problematic as it is much more dangerous to pull over in traffic (or in a bad neighborhood) to input a destination. Also, my passenger often uses the navigation system. Surely they can do so safely while I am driving.

Other maker's vehicles don't do this. Why does Lexus / Toyota?

Lexus finally relented and gave one user a rebate of $2650 for the cost of his system, but to date, they refuse to do the same for me? Why am I being excluded?
