NO SERVICE, NO REFUND

I requested a Brazilian visa online and paid online. Nowhere did it say they could not handle my request. After FEDEXING OVERNIGHT all of my documents, their CA office returned them all to me saying that they had no office in LA and couldn't handle the request. I had to pay another VISA company for the service and had to expedite it because I had lost 3 days. Passports and Visas agree that they owe me the money, but never refund it. I have tried email, voice mail, telephone, online chat but they do not respond.
