Only Received 1/3 of My Order

I placed a large order on line order with Debbie and only received 1/3 of my order. Many of the silhouettes I did receive were damaged. This was reported to UPS but instead of returning the money to me Debbie kept it. I have tried to contact her about the remainder of my order and she does not respond to my emails
