Cell phone bill not received. Customer care does not take complaint by pretending server is down

Bangalore, Ka 560058 IN I did not receive my cell phone bill for the month of July 2008 whose payment was due on 21st of Aug. 2008. I called BSNL customer care to lodge report. Bhuneswari from customer care asked me all details like address, cell account number, mobile number. When i asked her to give me complaint id, she said that server is down. She can not give me complaint id. It is very disappointing. BSNL does not give reference for my complaint. 1) Why BSNL did not sent BILL 2) Why they donot take complaint.
