AT&T - Overcharged - Supposed to be on Lifeline Service

I make 19,680 annually. Retired, disabled. Nothing has changed with me that they should be charging me twice as much now. I was paying $6-something for their Lifeline service for low-income clients. Now being charged $15.30. I have e-mailed them several times and have received no answer. Am hearing-impaired and prefer to conduct business by e-mail. This landline phone is for emergencies only. I do not use the phone at all and do not have long distance. I think they should refund me the last several months' overcharge and put me back on the Lifeline service. They have no reason to charge me more since I am not making anymore than I was when I was being billed for Lifeline. Their Guidelines say $22,000 a year for 1-2 people.
