Can not get a refund

I went on line for a 24hr turn around on a passport. In January 08 my son told me he would get my passport for me and ask for a refund on my credit card. I have been trying I have called and spoke with a woman named Jennifer Harmon and she has sent me a so called refund request form that cannot be opened I informed her of that she then stated she would fax it over to me and I am still waiting for my refund of $200+ dollars. When I call now they do not answer the phone. I am on a fixed income and do not have that kind of money to just give away.
