Charged twice for the same service

On Line Subscription Wall Street Journal and Barron�´s on line US http://online.barrons.com/page/contact_us.html?mod=b_hps_b_hps_header I was charged twice $19.90 on two different credit cards for the same subscription services I have called Barron's customer services several times complaining about it and they are not able or don not want to solve. How can a premier service like Barron's is unable to trace what it charges to its costumers?
