Help!

Help! I'm trying to help my young son (age 20) with a car problem. He purchased a 2003 Ford Focus Svt in June 07 from Hempstead Ford in New York. The car is always in the shop for the same type of thing, they claim its fixed and then its not. Check engine light keeps going on, car looses power when entering the parkway etc. and this time they are charging him $1200.00 to fix it which of course he doesn't have. The dealer never properly registered or inspected the vehicle so we couldn't even return the plates to DMV until Sept and the car was purchased in June. Because we couldn't return the plates we were forced to keep it insured even though the car was in the shop for a month on two occasions. I tried calling the manager of the dealer myself to no avail, but can never get anyone on the phone and when you do, they promise to check into it and get back and then they don't. So you have to keep calling. They are rude and completely unhelpful. On 2 occasions the car was in the shop over 30 days at a time without the courtesy of a loaner car and he's driven it less then 1000 since he purchased it 4 months ago. Please help. I don't know what to do in the mean time he keeps paying the loan on the car month after month without having the car to drive.
