Target's Return Policy makes me mad

I GOT A STROLLER FROM MY FRIEND WITHOUT ANY RECEIPT. SINCE I ALREADY HAVE A SIMILIAR ONE SO I WANT TO RETURN IT TO THE TARGET STORE OR EXCHANGE FOR ANOTHER ONE. BUT THE STORE SALES REP. REFUSED MY COMMON REQUEST. I WAS TOLD I ONLY CAN RETURN WITHOUT RECEIPT FOR LESS THAN $20'S ITEM ONLY. I REALLY CAN'T UNDERSTAND THAT THEY CAN'T PROCESS MY REQUEST EVEN IF I WANT TO EXCHANGE FOR ANOTHER EXPENSIVE ONE. THEIR RETURN POLICY REALLY MAKES ME FEEL BAD.
