No refund for tickets returned

My daughter ordered concert tickets from an internet company. They did not verify the information, and she did not have permission to order the tickets. They were very expensive. I sent the tickets back to the company and they received them because I have a signed receipt. I was told if they heard from Discover, which they did (I was on the phone for a 3-way conversation)they would refund the tickets. I was patient and waited for my bill. We had her put into a psychiatric hospital (Four Winds) because she suffers from a mental illness. The company refuses to refund my money, but they kept the tickets!!
