Comcast In York, Pa

I've been trying to call Comcast to report one of their employers sitting behind my place of employment (a credit union) for about 45 minutes now. It's a little after 4 pm, shouldn't someone be working? I think it's a bit suspicious that he's just sitting back there not doing anything. And our company doesn't even use comcast! The toll free number doesn't get me any where either! I just want to speak to a person, and get this person to leave!
