Houston Planned Energy System (HPES)

I just recently tried to get our meter readings for the gas meter and found out that our bill is sent to this HPES, where they allocate our bill. Our bill went from $20 to $62 because they felt like we may be using more gas. Not based on the gas we actually used. There is no reason in Texas for a GAS bill to go up in the spring. It was warm plus we were cooking outside on a charcoal grill. When questioned about this the apartment nor HPES could produce actual gas readings for our apartment.
