Utility systems

Utility systems My complaint is with my local utility company of which there is no formal way of lodging the complaint in my home state, North Carolina.
-I own a home of which I rented out and the tenant after about six months moved out. When he did he left an outstanding electric bill of about $700.00, without any knowledge of mine. -A few months later I tried to turn the electricity on and was told that I could not unless the bill was paid even though the bill was in someone else's name. My argument was the bill was not in nor opened in my name. -Their reply was that if I had a lease in the tenant's they could honor my request. -My response was if the lease was an issue how or why did you open the account without a lease.
I am at wits end because I do not know what to do can you please help me and direct me as to what to do.
Thanks in advanced,
