Whirlpool Water Heaters

Whirlpool Water Heaters About 2 years ago, I had a repipe done in my home. During this time I purchased a Whirlpool Water Heater from Lowe's in Upland, California. The repipe personel installed the water heater, and the city came out to check the the water heater was installed properly. It was installed properly.
Between March 2006 and April 2006 we experienced no hot water. I called world pool, and they told me that I had to buy a burner from Lowe's and install it myself, as there is no labor on the warranty. No problem, I bought the burner, and installed it. In addition to this the Whirlpool people sent a curtain to install around the bottom of the water heater to prevent dust from getting into the burner. This was installed with no problem.
Recently the burner went out again. I did not want to go through this again, so i had a local company come out and fix the water heater. The company that came out expressed to me that there was new ordinance that passed in the last couple of years, or after the city inspected it and said that it was okay, that required that my water heater be grounded properly. They would not work on the burner issue unless, this requirement was done. With no hot water supplied to the house, I okayed the work which came out to a whopping $271.00.
I called Whirlpool and asked them was there any recourse that I can take to recoup some of my money, as my expectation was that when you purchase a new water heater that you should not have to work on it or get it repaired for a minimum of 4-6 years. The last water heater that i had in the house was a 40 gallon version that had not required any work at all in the 1st 6 years of service. The only reason I replaced that water heater was that i needed a 50 gallon tank in the house. The technician is now sending me a $160 upgraded part that is to be installed in the water heater. Of course, this means that I will now have to spend more money to get this installed, as Whirlpool will not foot the bill.
A couple of questions come to mind. 1. Why wasn't this particular housing that the company is sending out to me now, not available to the local companies? Doesn't Whirlpool send out alerts? The local company only installed a new burner. 2) What is Whirlpool's record for water heaters?
I am very frustrated, and I would reccommend that no one every buy a Whirlpool water heater with the type of service that I have experienced. Below is any information that you need. Most of all though, please point me in the right direction. Right now I got believe I got a "lemon" for a water heater.
