icici credit card not delivered

I applied for ICICI credit card , it was sanctioned and couriered to my office cum residents. But my permanent address is lying in not servisable area of icici credit card division. The courier person is asking for address proof to deliver the card to me but I have all my address proof, in permanent address only. But he demands for office cum residents address. I given him my pan card proof also

but he is not accepting.Please instruct your courier person to deliver it to me by receiving my copy of pancard or please send the courier to the other address which is in application.
