deduction of EMI without providing loan

pls go thru the correspondence done with citi bank consumer grevience incharge mr. Santhanam and advice.

this is to bring in your kind notice the malpractice and irresponsiveness

of your employee KANCHAN TANEJA . I am holding a credit card of your bank 5425569885487009 on behalf of which I was offered 110000 by kanchan ji. I accepted the offer and signed the loan aggrement no.- LCB-C663774931 on 25th june 2007 . I was in urgent need of money . I recd. Final call on Wednesday i.e 27th june that the loan has been disbursed assuring that I will receive the amt. within 48 hours . from Friday I started calling your executive on daily basis regarding non-reciept of D.D . now , on 6th july my saving has been debited by ecs for first instalment of Rs.3289 without providing me the loan amount till now . There has been a non – compliance of promise to provide the agreed amount at the right time so I don’t want the loan amount now and want my wrongfully debited ecs instalment back as soon as possible without any deduction for the delay and the wrongdone has been on your part. please look into the matter and oblige . hoping for a positive action asper

as conveyed to your good office , earlier also, the purpose of using loan amount has been defeated due to your erronous delay. now i am not interested in any type of loan from your bank .so pls don't send me the same and credit my account with the instalment amount thru ecs immediately.already a week has passed in this conversation.

the issue has already been probed from your dept. and fault admitted as conveyed by your previous mail , so why delaying my credit unnecessarily. you perform your inter dept. probe but why should i suffer . i am contacting the rbi nodal office with my grevience as also to consumer grev. cell claiming compensation for fraud done with me from your office.
