bank won't sign off check so auto repair can be done

bank won't sign off check so auto repair can be done I had a minor auto accident during an ice storm on Jan 15 of this year. The insurance company (The Hartford) issued a check for the repair to my husband and I and the bank (Eastern Bank) who holds the lein on our car. We were told by the bank we had to go to their branch office to have the check signed off - the nearest branch is in Saugus, Ma. - an hour away. We went there yesterday only to be told they would not sign off. We have a small repair shop (sole proprietoeship; Classic Bodyworks, Gonic New Hampshire) we want to do the work. The bank will not sign off on the check until the work is completeted but because our repair shop is small the owner cannot buy the parts necessary to repair the car until he has the money in hand to purchase the parts. We do not have the money to front to him. The insurance company agreed to re-write the check to us and the repair shop but requires a "Direction To Pay" form and a Tax ID #. Our repair shop has neither as his main business is restoring classis autos not collission work and in New Hampshire he is not required to have a Tax ID # as a sole proprietorship.. I don't know where else to go with this and I feel we are being discriminated against because we want to use a small business to do the work. This is the person we want to work on our car. We have been to several people at the bank and continue to hit a brick wall. Is there anywhere we can go to get this resolved? Please help.
