My Citi cards

My Citi cards January 27, 2006
To whom it may concern:
My name is Hung Tran Le, and my account number is xxxx-xxxx-xxxx-5597. Last Saturday, January 20, 2007, I received a bank statement from Citi Cards. In this statement, I was charged $9.95 for an "Identity Monitor" program, which I never enrolled in. I called a Customer Service representative (1800-950-5114) to ask about this problem. I was told that Citi Bank was not involved in this problem and that I had to call 1-866-279-9637 to cancel the Identity Monitor program On Monday, January 22, 2007, I went to my local CitiBank branch office. They, again told me that I had to call 1-866-279-9637 to ask for a refund. On Tuesday, a customer service representative named Amber answered and told me that she would refund my money, but that it would take 2 months.
I have the following questions;
1.) Why did Citi Cards charge me $9.95 for Identity Monitor without my authorization? 2.) Why is it my responsibility to cancel a charge that I did not ask for? 3.) Why is it going to take 2 months to refund my money?
I expect an apology and a reasonable explanation for my case. Thank you.
Sincerely,
