Allstate Insurance Complaint

I live in the state of Florida. Automobile insurance is mandatory. Personal Injury Protection in the amount of $10,000.00 and Property damage Liability is required in the same amount. I have been an Allstate customer since 1968. I have over 9 vehicles/boats insured with them. in Alabama. My premiums there are only 1/3 of what they are in Florida. Today I received my Florida policy renewal. There is an explanation of the Hurricane related charges on my policy. The Florida legislature created Citizens and the Florida Hurricane Catastrophic Fund (FHCF) to help ensure that Florida citizens continue to have access to affordable property insurance. Both Citizens and FHCF are legally authorized to recover certain operating costs by making assessments in specified circumstances. The Florida law allows the insurance company that was assessed to recover charges by collecting or "recouping" a portion of the assessment from each of its policy holders. Therefore I am charged an extra $12.58 on my policy monthly. This is an outrage to me because I do not own a home or any other property in Florida to make a claim on except my automobile. In the event something happens to my vehicle this extra insurance does not allow me additional compensation. If I choose not to pay it, my policy will be canceled. I asked my insurance agent to provide me a copy of this legislation, he could not. How unfair is this?
