exchange offer for old two wheeler misleads the customer

i would like to complaint about exchange offer of any two wheeler. It is totally mislead the customer. Showroom owner ( Name will be displayed in next email) purchase the old two wheeler and sell them to another person, instead of destroying it. The ownership of the old vehical remain same. No proof is being given to the owner regarding selling of the vehicle. in case of any crime , or accident with this old two wheeler after sell, the entire responsibility will be borne by old two wheeler seller.

I am a victim of this misleading.
