CitiCards won't let me pay the bill

citicards citibank US I have a citicards credit card since 2005, and decided to use it to purchase a flat screen tv in beginning of November 2007, my first purchase. After two weeks, I logged into my on line account and set up my banking information for payment. Well, i never recieved any written statement, and then recieved an email that my online statement is available. And now I am NOT signed up for paperless statements. Anyways, i looked to see my payment was due by Dec 10, and it was Nov 25. I went ahead and set up a payment for Dec 03, for over the minimum. Well, it took the info, including a online confirmation number. WEll, on the third when I logged on it says the bank info is PENDING, and I could see the payment had not been applied. But, it wouldn't let me make another payment since it says it's been 7 days a payment has been made... Hmm, okay. So I think the payment must be going through at this point. Two days later I check back and payment cleared. Woohoo! great. It's the December fifth. On my due date i get an email saying there was a problem with my bank? ON MY DUE DATE. Well, i get on the site and see a returned check fee with description UNABLE TO LOC??? What? I had over 2000 in the account at this time. I called in to customer service, oh, they tell me insufficient funds. I said no, not possible. The guy said THIS HAPPENS, just contact your bank and get in writing that there was funds, and no returned check.. Well, my bank said noone every tried to process any transfers against my account in last 7 days, and there was no RETURN CHECK?? Furthermore, they won't put that in writing but are willing to do a party call. Guess what? Citibank won't do a party call to verify funds existed and it's on their end. Okay, I called bank to another rep, same day, and said I want to make a payment NOW so i am not late, and she said cheerily, Why maam? Your account is current and in good standing! I repeated the whole situation, and now she says rudely, "Your account is current and in good standing" Hmm, okay... Now, I get online and my account is locked and they want me to call this number. So I call it, and find out because i had a returned check I can't make online payments or over the phone payments for at least 30 days maybe more. I asked why do you not know if it's 30 days or more? Nothing. So, I hop in my car and pay 2x the minimum and 25 dollars, and run it down to the mailbox to some address I found on the website. It was cashed two days later, but guess what not reflected on the website! But guess what, my 11% rate is now defaulted and it's 32%! Now, I have complained enough to get a written letter from citibank explaining my check was NOT returned JUST never processed. They said some missing information for my bank, and listed the routing and banking number to my account. Does it match? Yep, looked five times. I have paid by bank transfer for several other credit card accounts, and NeVER had it "pending" at first, or any issue. and YES with same bank account for five years!!! I log on again, and no reversal of return check fee. They just sent me in writing that it wasn't returned check!! It's obvious that Citibank TRIES to get you not to pay so they can get you to default to a ridiculous interest rate. Do you know during all of these calls they were trying to get me to do balance transfers and raise my limit? But I supposedly defaulted! Scummy practices, and a fraudelent company.. I've asked them to cancel my card, and it's still working too! I am for sure that this bank is using me and will charge for a late payment. I tried to make my payment plus an additional $600 in principal but can't. I have e-mailed them as well as Nancy Pelosie and Mitch Mconell. Everything is set up where there is no way to contact anyone. Very upset. What can i do. An Iraqi veteran just trying to pay my bills. I have paid my CitiCards account via my bank's online bill pay for the last 2 years and never had a problem until Dec. 2008. I got an automated phone call stating my payment was late and that I could talk with someone to make an immediate payment. That was odd since the payment was processed on 12/09 and sent 12/10 per bank records and not due until 12/22. The payment was not returned to my bank but Citi has no record of receiving it. I've been going around in circles for the last 3 weeks, talking to different CSRs, having my bank fax information to various people, even having my banker call and personally speak with someone at Citi. I've managed to get fees and interest reversed, but where is my $400?!! Has anyone else had this problem?
