Comcast VoIP Services

Comcast VoIP Services Comcast Telephone (VoIP) services, was installed in my condo July 2006. The condo community I live in has a 10 year contract purchased by Comcast for cable service, so we don't have a choice for that. I have elected to pay for Internet services through Comcast, and both my cable and Internet perform fine. I was told I could do better with a package deal to include my phone service, so I added that last year. (Phone numbers 404-350-8085 and fax 404-941-9733 are on the account with Comcast.) Since that time, I have had over 60 service calls for the same issue: most people can not hear me on the phone as there is too much static. I also have a fax line through Comcast which also shows too poor a line condition to fax. Both of these I use for my home-based business. Comcast has replaced every piece of equipment in my home over this time, at least once; some 3 to 4 times have been replaced. Each time the technician that has to come to the inside of my condo, waiting with a 4 hour window over 60 different times - state that the problem is on the outside. When the outside technician comes, he test the line outside (if he goes to the correct cable box, there are several around the building) and says everything tests out fine and is done, closing the ticket The cable line on the exterior has yet to be replaced, Comcast is fully aware by the number of calls in this condo community that they need to replace the entire property's underground cable but has yet to do anything about any of it. I am sure the cost is high, but when I pay $130 a month for 3 services, and only receiving 2, they are making money on a lot of consumers here! . I have attempted each time I make a service call to have a Supervisor or member of Management come to my home since this appears to be a chronic problem. This has yet to happen! What can I do?
