Is Hotmail selling the contact addresses of it's account holders?

I have had my Hotmail account for about 7 years. Today I received a =

spam email that had two senders addresses, (1) my own email address and =

(2) a partial of an address belonging to my brother that is unique and =

only recognizable to few other contacts. I clicked on the email only to =

discover that it was spam for a Chinese stock that was being sold over =

the internet.

Doing a little research after this span occurrance, I have learned that =

Hotmail does sell account emails to others. But what happened with the =

span email I got today seems to indicate that Hotmail may be panning =

into the contacts of its account holders. What prevents them from =

selling the contacts of the Account holders?
