hig speed

We have recently moved 5 minutes from the city limits of Owen Sound and we can not get high speed of any kind. I know people that really live in the boonies and they can get DSL high speed. We have had to settle to dial up and it is terrible. I can not understand what the problem is. I thought Bell was right up on the most recent internet. Please reply.
