USAA Home owner's insurance

USAA Home owner's insurance James D. Richardson 2551 Chatsworth Drive Elizabethtown, KY 42701 I understand thousands of homeowners have property near or inside flood plains and don't have flood insurance. I have a separate problem; We are nowhere near a flood plain, however, had 5 inches of rain in one hour this past weekend. In fact our county was declared a disaster area. My wife and I were both away during the storm. Local electricity was out for several hours and apparently our sump pumps (2) went to battery back-up and exhausted the batteries before the electricity was back on. We received an inch of water throughout our finished/carpeted basement. Once phone service was reestablished the next day, Sat., 23 SEP. my wife contacted USAA and informed them of the above. Today, Tuesday, 26 SEP., I had still not been contacted by an adjustor. I called USAA and was given the phone number for my adjustor where I was required to leave a voice mail, and finally received a return call only to be told we were not covered by flood insurance. I explained the above and was told I should have had a sewer/sump pump back up amendment on my policy to be covered! My wife and I (53 year olds) cut and removed all the carpet and pad and luckily I can afford, through personal savings) to cover the loss.
