harassing phone calls

We have some Phantom company making daily and multiple daily calls to our newly aequired cell phones. We have told this company 20 - 30 times we do not know the party their looking for, we want to be removed from their phone list since this is a new cell number. 95% of the time the person speaks little decernable english. I have called them harassers, asked to speak to a supervisor, told them we get calls daily and to stop calling us. Their number is 1-866-417-5157. I don't know who they are or what they want. The just hang up on us and call again. Should we just get a new number? We're registered on the DNC list and they have been told twice but it's not over 30 days yet. How do we stop the madness!
