Rogers charges me $4.25 a month service access fees on my home phone bill. Note that I don't have a mobile phone with them.

When I called to enquire. there was a recorded message to the effect that this fee is to help Rogers improve theyr infrastructure. Why do I have to help them? if they don't have suitable infrasturcure, they should not be in business.

This is a rip off. How do I get help from consumer protection agencies? is this legel.
