Denial of Coverage for disease

I was recently diagosed as having a serious vein disease, requiring sclerotherapy. Blue Cross denied me coverage saying that I had no history of it in the last 6 months.

I am not a doctor, nor is Blue Cross, nor should they try to be. Since they are not doctors, they have no right to determine the seriousness of someone's illness.

I want to find out where to go to report them to the proper agency. It is ludicris when we pay lots for health insurance, health care, and we cannot get proper care unless we are in the country illegally.
