Baggage allowance charge

On an international flight that originated in Tampa, we were told twice that the weight allowance per bag was 70 pounds. However, the ticket agent at Tampa International Airport only allowed 50 pounds per bag, and charged around $175.00 for excess weight. Since most International flights originate at United States Airports, why the discrepancy in the weight allowance? Please reply.
