Food Delivery / Any within the area

Food Delivery / Any within the area I offered to buy my sister delivery pizza for her birthday, so I called Papa Johns (located within 10 miles of her home.) The cashier told me that they do not deliver to anyone in her community. I told her that this was my sisters birthday, and I'd gladly give her a credit card number, as this was a large purchase for food. "It's not my fault. Our drivers wont go there, and if you dont like it, take it up with corprate." the woman said and with that she hung up.
I called a couple of other delivery places within walking distance until Nicks Pizza & Subs said that they'd make a "Special exception" for my sister's birthday. Since then, even they will not service her community. For god sake, we live in the county. It's not that bad. Is it legal for a company to exclude service to an entire community?
