Collect Call provided by OPTICOM

Collect Call provided by OPTICOM OPTICOM charged me $34.12 for a 4 minutes collect call that my father made from JFK airport on his way from Russia to North Carolina. He is 72 years old, does not speak English and has difficulties in walking, he traveled for over 10 hours on the overseas flight and asked the person accompagnying him from the aircarrier company to place a call to my house - to notify me that he made it safe to US and was waiting for his connecting flight. There was no other way for me to reach my father under the circumstances. Now I have to pay for this call at an exorbiant rate of $8.53 (!) per minute.
I'd like to know who and based on what establish such enormous rates especially for the service that people normally use in critical or urgent situations only. This is a robbery. I can't believe that this rate is FCC approved.
