Is this site legitimate? Or is it a total rip-off and need to be reported to the California Attorney General’s office (they are located in California) for consumer fraud.

I have a street address and general phone number as well as a specific persons name and their phone number if required.

I also have proof of three winning plays that they have ignored. I copied the winning play notification pop-up page.
