Rogers Cellular

Rogers Cellular Rogers Cellular service from Ottawa, Canada. For the last 6 months I have had no mobile coverage. This isn't the problem, as I wanted my phone to be cancelled. My phone was deactivated and has never been re-activated. I recieved a statement stating that my bill was overdue and at that time I requested that the phone be discontinued. I made payments covering the outstanding bill and I had asked for the service to be discontinued and given the complete lack of phone coverage, I was of the impression that my plan was indeed cancelled. Just now I recieved a bill from the company stating that I'm a valued customer but I must pay over $700 in 20 days or my bill will go to collections. It's been 6 months since they last sent anything to my address, and I had asked on multiple occasions for my bills to be sent to my home address. I was having problems with the Digital One rate that I had signed up on and wanted to see what I was being billed for. It didn't seem like the salesperson said it would be. They tell me that I signed up for the online billing program, but I have never recieved any sort of login or password, and have been unable to access that information. I was told on the phone that I was contiued to be billed for service, despite not having an active phone. And just now they tell me that I will have to pay the entire bill if I want to make any changes to the plan. I am being billed over $120 a month for services that are not being provided. Is this right? Is this legal? If I was still recieving any services from Rogers then I accept that I would be fully responsible for any bills that have accumulated. However they have provided not services and I do not feel as though I should be held responsible for thier billings. The only option given to me was to pay the bill in full and then pay for a cancellation fee. This option was never given to me 6 months ago, when I requested no more service. Thank you for your time.
