social security administration

I have been trying to recieve benefits from social security for a while now , although my pulmonary specialist has said i am 100% disabled ,social security has said i am short two working credits.they have informed me that i need to go back to work for two years . If i could go back to work i would not have applied for disability.I have a very difficult time breathing and have been diagnosed with COPD .I would sincerly appreciate any help you can give me .perhaps there is a program out there i am not aware of .THANK YOU DENISE STILLER
