All Decked Out/Contractor for Rebuilding Deck

Our complaint is as follows:

Steven Tines, Owner, of All Decked Out entered into a contract with us on October 16, 2006 to retrofit, rebuild and complete approx. 1746 square feet of wrap-around Trex decking on our home in Shingle Springs, CA. He agreed under the contract to work 7 to 8 hour days consecutively until completed. After starting more than one week after the contracted start date, he put two apprentice workers on the job, who we later found out were working “under the table” and without workers compensation being offered through All Decked Out. They only worked about 5 inconsecutive, half-days on the project before Mr. Tines and his workers collected money from us using cohersive methods then abandon the job without notice or explanation. For three weeks we attempted to contact Mr. tines by telephone to discuss why he abandon the job. It wasn’t until we mailed him a demand letter for a full refund that he finally returned our call. He agreed to not only provide us the full refund, but would also write out an IUO with a payment schedule. We have yet to receive the IUO or any refund, and are unable to get calls returned. Due to his uncooperative behavior, we are seeking legal retribution in small claims court and have filled a complaint with the State Contractors License Board for the several business practice violations that have occurred. The worked completed by All Decked Out was reviewed by the county engineer who said the workmanship was very poor and would need to be retrofitted and/or rebuilt.
