laws concerning collection agencies

I am told that it is legal for an entity to sell a disputed bill to as many collection agencies simultaneously as they want, thus people can be harassed day and night by any number of such collection agencies. Further, they are allowed to call people from early morning to late at night as much as they wish.

Is there anything you can do to publicize this fact, as consumers should band together and try to get these ridiculous laws changed. Obviously, they are meant to assist large corporations and crooked collection agencies, and NOT the consumer. thanks. D. Furman
